Dr. Pamela Brown brings over 25 years of educational expertise to her role as Chief of Instructional Services at ESC Region 11. In this capacity, she oversees the Special Programs and the Teaching and Learning departments. Previously, Dr. Brown held the position of Director of Teaching and Learning, spearheading the continuous improvement of classroom pedagogy and instruction, as well as leading teacher support initiatives like Reading Academies 11, High Quality Instructional Materials, and Texas Lesson Study. Since joining ESC Regin 11 in 2014 as a Secondary Language Arts Consultant, she has also led strategic planning efforts, onboarding, regional safety and transportation and staff development as Director of Internal Operations. 

Before joining ESC Region 11, Dr. Brown held roles as the Director of Reading Language Arts, K-12 ELA Coordinator, and campus administrator. She has over a decade of experience as a secondary English teacher in Texas public schools.

Dr. Brown earned her doctorate and master’s degree from Dallas Baptist University, focusing her doctoral research on teacher retention. She is dedicated to supporting districts and charters to ensure a quality education for all students within ESC Region 11.
