Special Education Liaisons and Support

  • Vision: TEA Piloted the implementation of Special Education Liaisons in each of the Education Service Center (ESC) regions to provide differentiated and targeted support and assistance to local districts.
  • Mission: Connecting resources and supports across Texas to improve outcomes to students with disabilities.

  • In 2017, the Texas Education Agency (TEA) piloted the implementation of Special Education Liaisons to be a part of statewide PLC (Professional Learning Community). ESC Region 11 has three Field Service Agents who serve in the role of liaison. Improving student outcomes and special education services in Texas are the critical tenets of the liaisons’ work. 

    The Field Service Agents provide the following services:

    • Provide technical assistance on:
      • Results-Driven Accountability
      • Significant Disproportionality 
      • Strategic Support Plan
      • Corrective Action Plan (CAP)
      • Cyclical, Targeted, and Intensive Reviews
      • Program design and implementation
      • LEA procedures and practices
      • Data analysis to improve services

    • Conduct professional development on:
      • Differentiated Monitoring and Support
      • Self–Assessment process
      • Special Education requirements
