Texas Instructional Leadership (TIL)
The TIL program is a transformative, two-year pathway within Next-Level Leadership designed to embed sustainable instructional leadership into the daily operations of school districts.
A Two-Year Pathway to Sustainable Instructional Leadership
A Two-Year Pathway to Sustainable Instructional Leadership
Unlike traditional professional development initiatives, TIL provides a structured approach to leadership capacity-building, ensuring long-term impact through comprehensive support and aligned systems.
In the first year, the focus is on establishing strong schoolwide culture routines, internalizing and aligning instructional materials, and implementing effective observation and feedback strategies. With dedicated management and one-on-one support for campus and district leaders, TIL helps create a foundation for sustainable and aligned leadership systems.
Year two builds on this foundation by introducing data-driven instruction while reinforcing the systems developed in the first year. This continuous improvement model ensures that leadership practices are not only implemented but sustained over time, driving lasting success across the district.
Levers of TIL
There are four levers of TIL:
- Schoolwide Culture Routines (SCR) | Year 1 – Coaches campus leaders in developing a culture of student achievement and high expectations. Leaders learn how to plan, implement, and monitor schoolwide routines and procedures ensuring a consistent and supportive learning environment for all.
- Materials Internalization and Alignment (MIA) | Year 1 – Builds the capacity of school leaders to invest and coach teachers in the effective internalization of HQIM (High Quality Instructional Materials) units and lessons.
- Observation and Feedback (OBFB) | Year 1 – Guides administrators in developing strong systems for regular teacher observation and timely feedback. Ultimately, teacher observation shifts away from evaluation and towards targeted development.
- Data-Driven Instruction (DDI) | Year 2 – A powerful research-based training guiding district and campus leaders to conduct effective data meetings with their campus teams.
LASO IL Pathways
We offer four tailored Learning Acceleration Support Opportunities (LASO) Instructional Leadership pathways to support your TIL implementation:
- Pathway 1: TIL + Product Support – TIL implementation with additional product support

- Pathway 3: TIL (SCR, OF, DDI) – A pathway emphasizing schoolwide culture routines (SCR), observation and feedback (OBFB), and data-driven instruction (DDI)
- Pathway 4: TIL (OBFB & DDI) – A pathway with targeted support for observation and feedback (OBFB) and data-driven instruction (DDI)
