The TEA Emergent Bilingual Support Division is responsible for creating resources to help local educations agencies implement effective bilingual education and ESL programs for emergent bilingual students, ensuring they meet and exceed state standards.

An emergent bilingual student is a student who is in the process of acquiring English and has another language as the primary language. The term emergent bilingual student replaced the term English learner in the Texas Education Code 29, Subchapter B after the September 1, 2021 update.

The Language Proficiency Assessment Committee (LPAC) site provides information and resources about the policies, processes, programs, and supports to help emergent bilingual students improve their academic achievement.

Information and dates will be communicated with the district-level EB program leaders, but general information is as follows:

• Region 11 Spanish Spelling Bee takes place during the spring semester.
• Word list is the National Spanish Spelling Bee list.
• District/Charter will send the sole winner of the local Spanish Spelling Bee in grades 4th-6th.
• 1st, 2nd, and 3rd place Region 11 Spanish Spelling Bee finalists advance to the State Spanish Spelling Bee.
• The top ten State Spanish Spelling Bee finalists advance to the National Spanish Spelling Bee.
• Districts/Charters are responsible for travel arrangements to the State and National Bee.
