ESC Region 11 English Learner Support Team provides technical assistance and professional development opportunities for leaders and educators in Region 11 districts and charter schools.
We provide compliance and instructional technical assistance and professional development aligned to the Texas Education Agency (TEA) Emergent Bilingual Program Implementation framework.
Our professional development opportunities allow participants to experience and practice skills that will transfer to their role within the district/charter school. Support includes:
- TEA Emergent Bilingual (EB) Support Division Updates (Meetings, Registration, Agendas and Recordings)
- EB Program Implementation Support Packages (district/campus program leaders and teachers)
- EB Leadership Series: Program Implementation Systems of Support and Monitoring
- Region 11 New EB Program Leader Academy
- Region 11 EB Program Leader Timely Topics Q&A
- EB Campus Program Leader Academy
- Language Proficiency Assessment Committee (LPAC) Compliance Series
- Content-Based Language Instruction (CBLI) for Elementary and Secondary Content Teachers
- Certification exam preparation for the ESL Supplemental (154) and Bilingual Target Language Proficiency Test (190)

Our English Learner Support team provides a variety of professional learning experiences catered towards the needs of all Emergent Bilingual program leaders and teachers.
2025-26 English Learner Support Courses
We also offer Emergent Bilingual Support Packages more tailored to the specific needs of your district and/or campus. School districts and charter schools may leverage federal, state, and local funds, including Title III and the Bilingual Education Allotment (BEA), to pay for Emergent Bilingual (EB) Support Packages.
