Regional Superintendent of the Year

Dr. Lori Rapp, superintendent of Lewisville ISD, has been named the 2025 Region 11 Superintendent of the Year.

The Superintendent of the Year Award, sponsored by the Texas Association of School Boards, honors outstanding Texas administrators for achievement and excellence in public school administration.

Dr. Lori Rapp, a lifelong champion of public education, has dedicated her entire 30-year career to Lewisville ISD, where she now serves as superintendent of one of North Texas’ most dynamic and diverse school systems. Since her appointment in February 2022, Dr. Rapp has led with clarity, compassion, and vision, uniting the LISD community under a shared mission of excellence. Her leadership has driven measurable gains in academic achievement, student engagement, and resource stewardship, while also fostering a deeply rooted culture of trust, belonging, and transparency.

The LISD Board of Trustees shared that “Dr. Rapp leads with both heart and strategy, keeping students at the center of every decision while partnering closely with the Board and community to move the district forward.” From award-winning financial management to the successful passage of two major bond elections, Dr. Rapp exemplifies integrity and innovation. Her efforts have not only shaped the future of LISD but have also influenced public education statewide through her advocacy and leadership.

Candidates for the award must be nominated by their school boards and must demonstrate strong leadership skills, dedication to improving the quality of education in their districts, commitment to public support and involvement in education, and ability to build good employee relations among teachers and staff members. The award application highlights the following performance areas: (1) Leadership, Management, and School Climate; (2) School Board-Superintendent Relations; (3) School Improvement and Instructional Leadership; (4) Fiscal Management; and (5) School-Community Relations. The regional selection process included a robust application process and interview that allowed candidates to voice their views on great leadership, current events in education, and highlights of their careers. All superintendents whose school board is an Active Member of TASB are eligible to be nominated.

Local nominees are submitted to a regional selection committee, which chooses one nominee to send to the State Selection Committee. As the regional winner of the Superintendent of the Year award, Dr. Rapp will move on to compete at the State level with the other 19 regional candidates. The State Selection Committee will interview all regional winners on August 22-23 and select five state finalists. The State Superintendent of the Year will be announced at txEDCON on September 12.

TASB is a nonprofit association established in 1949 to serve local Texas school boards. School board members are the largest group of publicly elected officials in the state. The districts they represent serve approximately 5.4 million public school students. Texas is divided into 20 education service center regions. ESC Region 11 serves 76 traditional school districts and 90 charter schools in the north central Texas area.
