2025 Region 11 Superintendent of the Year Named

ESC Region 11 is proud to announce that Dr. Lori Rapp, superintendent of Lewisville ISD, has been selected as the 2025 Region 11 Superintendent of the Year. This prestigious award, sponsored by the Texas Association of School Boards (TASB), honors exemplary leadership and excellence in public school administration.

Nominated by the LISD Board of Trustees, Dr. Rapp was chosen for her visionary leadership, unwavering commitment to student success, and deep dedication to community and staff engagement. A proud product of public education herself, Dr. Rapp has spent her entire 30-year career in Lewisville ISD – serving in roles from classroom teacher to her current position as superintendent of one of North Texas’ largest and most diverse school districts.

Since becoming superintendent in 2022, Dr. Rapp has championed academic growth, strengthened districtwide culture, and led initiatives that reflect both fiscal responsibility and strategic innovation. Under her leadership, LISD has celebrated improved student outcomes, the successful passage of two bond elections, and a districtwide focus on trust, transparency, and collaboration.

The Superintendent of the Year application process evaluates candidates across five key areas: Leadership and School Climate, Board Relations, Instructional Leadership, Fiscal Management, and Community Engagement. Regional nominees are selected following a detailed application and interview process. As Region 11’s winner, Dr. Rapp will now advance to the state-level competition, joining 19 other regional honorees.

The state selection committee will interview all regional finalists on August 22–23, and the Texas Superintendent of the Year will be announced at txEDCON on September 12.
