  • Allowable Use of Bilingual Education Allotment (BEA) funds in the area of professional development. This resource document provides guidance on allowable use of Bilingual Education Allotment (BEA) funds in the area of professional development (PD). This document aims to provide a comprehensive list of allowable use of funds specifically in the area of PD. This document provides helpful guidance to all LEAs receiving BEA funds, and is particularly useful for LEAs applying for a bilingual education (BE) exception and/or an English as a Second Language (ESL) waiver. The document serves as a helpful resource for LEAs submitting for BE exceptions and/or ESL waivers so that they can design the required Comprehensive PD Plan(s) and devise BEA budgets that reflect the required minimum use of 10% of BEA funds for PD (in cases where the LEA filed for either a BE exception or an ESL waiver), or BEA budgets that reflect the required minimum use of 20% of BEA funds for PD (in cases where the LEA filed for both a BE exception – minimum 10% of BEA funds for PD, and an ESL waiver – minimum 10% of BEA funds for PD).

    NOTE: This document focuses solely on allowable use of BEA funds in the area of PD. There are other allowable uses of BEA funds, in addition to those listed on this document focusing on PD-related use of BEA funds. Further guidance regarding other allowable uses of BEA funds will be shared by the TEA in the near future.
