State Leadership Services for the Blind and Visually Impaired
Statewide leadership in addressing identified areas of need in special education services is provided through eleven functions and five projects directed by various ESCs. Their primary responsibility is to provide leadership, training, technical assistance, and the dissemination of information throughout the state. The ESCs coordinating these statewide leadership functions and projects are responsible for the implementation of many of the states continuous improvement activities.Though both functions and projects provide statewide leadership, ESC function leads establish and coordinate a 20-region network. This ensures ongoing communication among ESCs about state-level needs assessment processes and planning, as well as implementing and evaluating statewide activities. Project leadership is focused on a specific activity.Education Service Center Region XI provides Statewide Leadership for Services for the Blind and Visually Impaired. As the state lead, ESC Region XI facilitates the coordination of 20 regional Education Service Center visual impairment specialists to develop a team approach in supporting students with visual impairments.
In collaboration with the 20 network members, ESC Region XI is responsible for coordination of:
- a state level needs assessment process;
- determination of state priorities;
- development of the network plan; and
- evaluation of the effectiveness of statewide activities and services.Network professional development and technical assistance focuses on building capacity to ensure students with visual impairments have comparable access to the general curriculum and improve skill areas necessary to compensate for visual loss. Additionally, ESC Region XI serves as the first point of contact for education service centers and provides information and guidance when requested by the Texas Education Agency.
Each regional Education Service Center is responsible for identifying innovative programs in the region, Texas and other states; providing technical assistance to districts in the area of services for students with visual impairments; and serving as the first point of contact for educators and parents in their region.Resource Links:State Performance Plan (SPP) / Annual Performance Report (APR)
The SPP contains 20 performance and compliance indicators related to the implementation of IDEA. These 20 indicators are aligned to five monitoring priorities set by the U.S. Department of Education Office of Special Education Programs (USDE/OSEP). The five monitoring priorities are: (1) Free Appropriate Public Education in the Least Restrictive Environment, (2) Disproportionality, (3) Child Find, (4) Effective Transition, and (5) General Supervision.
